Telephone Discounts Can Help you Stay in Touch

Minnesota's Telephone Assistance Plan (TAP) and the Federal Lifeline Program help make telephone service affordable to Low-income consumers.

How do I Apply?
Your phone service provider can assist you with the application(s) or contact the Minnesota Public Utilities Commission for assistance, consumer.puc@state.mn.us or  651-296-0406 or. 1-800-657-3782

Consumer that are enrolled in the Lifeline program will automatically be enrolled in the TAP program. 

Documents you will need to Apply:

  • If you qualify through a government program, provide a copy a document such as an approval letter or benefits letter with the name of the person in your household who qualifies, name of program and issues date within the past 12 months.  
  • If you qualify through your income, provide a copy of you prior year’s state, federal or tribal tax return or a current income statement from an employer or paycheck stub for 3 consecutive months.

    • Our customer service representatives will walk you through how to gather the information needed to apply.
    • They will set up a date and time that is convenient for you to come by the fill out the application and view your supporting documentation.
    • Once the application is completed the Telephone Company will apply the discount to your bill.

  • Annual Recertification

o   Each Lifeline Customer must re-certify their eligibility each year.  We as the local telephone service will send information annually to each customer via mail, email, fax and bill messages with instructions on how to provide the recertification information.  If you are re-certified as eligible for Lifeline, you will stay enrolled in the Lifeline and TAP programs.
